WELCOME TO THE 2020 RECHARTER SEASON!
The 2020 Recharter season officially begins on October 1, 2019 with the opening of the online recharter system. All Recharter paperwork is due to the Hoosier Trails Council Office by Monday, December 2, 2019. Everything needed to complete the recharter process is available below. Recharter access codes were sent to the Charter Organization Representatives, the Committee Chairs, and the Unit Leaders via e-mail on September 27, 2019. Please be sure that we have correct e-mail addresses on file for your unit to assure prompt communications.
While the online process remains the same, there are some changes and additional requirements for the 2020 charter year.
1. It is important that we keep pace with an ever-changing world. While costs to the organization have increased every year, the Boy Scouts of America has worked to keep the annual membership fee as low as possible by subsidizing core costs, including liability insurance we must carry to cover all official Scouting activities. Unfortunately, it is no longer possible to subsidize at the level we have in the past, especially as the cost of insurance has increased dramatically. We kept the cost low to make Scouting available to as many young people as possible but keeping the cost artificially low for many years now magnifies the impact of changes.
To ensure we have the resources to fulfill the promise of Scouting despite increasing operating costs, the National Executive Board of the Boy Scouts of America has made the difficult but necessary decision to increase the annual membership fee effective January 1, 2020 to:
$60 for youth members in Cub Scouts, Scouts BSA, Venturing and Sea Scouts,
$36 for youth members in Exploring, and
$36 for adult members
2. All BSA adult volunteers will need to sign a new Criminal Background Check Authorization form. These new CBC forms will need to be submitted with the recharter paperwork or the charter will be defective. Details regarding the new CBC requirement were sent out to the unit Key 3 as part of the 2020 Recharter Instructions e-mail on Sept. 26, 2019.
3. If you have Special Needs Scouts in your unit who are now 18 and are registering Beyond the Age of Eligibility, a new position, UP – Unit Participant, has been created. Members need to complete an adult application and youth protection training before they can be included on the 2020 rosters. If the Special Needs Scout is NOT able to complete the youth protection training, please contact Holly Barton for assistance.
4. If you have members of your unit who joined Feb. 1, 2019 or later and were already age 16, and have been granted an Eagle extension, and they are now 18 years of age, then as above, they also need to complete an adult application and youth protection training and will be registered as an UP – Unit Participant.
PAPERWORK and PAYMENT MUST BE DELIVERED TO THE COUNCIL OFFICE FOR YOUR RECHARTER TO BE CONSIDERED SUBMITTED AND COMPLETE!!!
Completing only the online portion of the process does not complete your recharter. All paperwork and registration fees should be delivered to the Hoosier Trails Council, BSA, 5625 East State Road 46, Bloomington, IN 47401. If you are having technical problems logging on to My.Scouting.org, accessing Internet Rechartering, or technical issues once in the recharter system, please call the BSA Help Desk for assistance: 972-580-2489. They are available from 8 a.m. to 8 p.m. Monday through Friday, (closes earlier the day before a major holiday.) The Council office cannot assist you with retrieving logon usernames or passwords.

All pages of your signed (by the Institution Head and Unit Leader) or online approved (by the Chartered Organization Representative or Institution Head) Recharter Application Roster. Please do not submit the E-Z Summary!
Annual Charter Agreement – signed by the Institution Head and Chartered Organization Rep
New Unit-Change in IH Form – only required if you are changing the Institution Head/Executive Officer. If that new person will ALSO be the Chartered Organization Representative, an adult application and youth protection training are also required.
NEW CBC Authorization Form – to be signed by each adult volunteer and returned with the recharter paperwork. Print as many copies as needed. You may also contact the Council office for additional copies.
